On Thursday 31st May, Dr John Lombard delivered at an invited paper at a conference on law and non-communicable diseases in the University of Groningen. The paper was titled ‘The Application of the Principle of Proportionality to the Plain-Packaging of Tobacco Products’. The paper examined the proportionality assessment in the case of British American Tobacco v Department of Health.
